Hi, I'm from the UK and I'd say I'm an average surfer. This september my girlfriend and I are planning to come to the US for a week in New York and then a week surfing in either California/Florida. Could anyone give us any help? We don't want massive breaks e.g. the wedge or mavericks, but consistent and not too dangerous
Things we need to take into account:
We won't be driving, so ideally wouldn't want to be too far from a beach/airport
We don't have loads of cash to spend so we're quite happy with basic places to stay

Your not gonna get the Mavricks during the summer. I'm from Florida and during the summer it can get pretty flat for some times. I have also surfed in CA (San Diego, LA area) and when its going there I would say its better than here in FL. Since your gonna be flying my advice would be go to South Cali and enjoy the weather, beaches, and surf there.
The best time in FL is late summer, early to mid autumn.

I just reread your post and saw you were coming in Sept., not during the summer. That into account, either place would be good. In FL I recommend Sebastian Inlet or New Smyrna Beach.
Still, if I were you and had the choice I'd pick Cali.

California By a mile. The pacific is wider, produces bigger storms, and is more consistant. End of story.
